The system validates customer phone numbers before creating order shipment to ensure seamless identification of customer location and availability cross-check by your carrier partner.
However, customer address is sufficient for identifying customer location and successful delivery in several countries. Keeping that in mind, the contact number details section is no longer a mandatory requirement for creating order shipments for any user outside India.
